Kids have an excess of brown adipose tissue (fat, if you will) which grown ups don't have. Brown fat, as it is called, is metabolised inefficiently in response to cold to produce heat rather than energy which is why kids can often seem unaffected by chill, rejecting their coats during play, where adults will be wrapped up to the gills.
